I don't think that they need a universal player ladder system, I think they need a letter grade system based on how many of which ranked players they have beaten. This would help out a lot because it takes the competition out of the rankings. You would be able to see how good someone is without needing to deal with people cheating for a higher rank.

They could just dish out a very small number of ranks to have everyone use. They could go Green<Blue<Red<Copper<Silver<Gold<Platinum. They could use F<E<D<C<B<A<S. They could use something like that that lets you go "Wow, that guys is an S and I am an E, maybe he is good at this" without making people worry too much about trying to be at the very top of the rankings.

The only problem I see it posing is when an S guy gets beaten and utterly humiliated by an F. Although I have to say, that would be kind of funny.
