You people are forgetting that this is an "average" number. Mostly likely the reason the average is so low is because of the amount of consoles sold. My guess is that a lot of the consoles bought in Japan were by those "first time" non-gamers that Nintendo targeted, who bought the console because everyone was and bought only one game to go with it. Since then, they haven't bought any other games.
So you probably have a large population of gamers in Japan who own a Wii and have 8-10 games each, and then you have the non-gamers who aren't quite sure why they bought a Wii and have only one game. The article doesn't take this into account, and would rather try to make you think that the Wii is in trouble because the assumption being made is that ALL Wii owners in Japan are "gamers" who are snubbing the Wii. I'd say that isn't true.
