I am 85% positive that you just need Steam installed for you to get Portal stuff to work, and new portal maps. And while originally Steam really really sucked, it is quite a bit better now. As far as Fan Made Map Packs... I'm sure there are some around, I have not been looking. All Map packs/Mods for HL2 that I found though, come coupled with instructions on where to extract files to, and how to set it up if it does not come with its own standalone installer. So just poke around on some Portal or HL2 forums to find those.
I'm curious as to where it stated that you need HL2 to get new maps...I had not seen that before, hence my slight hesitation that you do not require it. (A post to a real HL2/portal forum would not go amiss)

Type in this address and look at the first comment. He said something about a HL2 Source code or somthing? Explain? Maybe this will let me get Flash Version Mappack (if I get portal anyway)
