He's not really arrogant, but his real problem is that he doesn't think before he acts. I've never seen him come after you though, I'd like to see an example. If he really is the way you say he is then a scare by a mod should be enough to get him to stop. You shouldn't get someone banned if you can solve the problem some other way. He's been temp banned twice, but only a perm ban threat by a mod will get him to start thinking a little.
