It would work in theory, but its not actually possible to steal pokemon unless you jack a person's game cartridge and force them to trade you their Aerodactyl for a FEEBAS.

Let me give you a few tips.
Make a ranking system.
Be fair.
Ask people if they want to join.
If they say yes, try to get some good people.
Once good people join, members will flock to you.
