They can, but now they're flying towards you with hate in their minds and hearts since they were happy with their lives before.
I wish that the police were faster in the paperwork section and slower in their car-chases...

They are. Paperwork gets done much faster, so they catch much more criminals. However, since their car-chasing is slow, every criminal gets away. Crime rates go through the roof. Everyone ends up dying.
I wish I had an extra-large pepperoni pizza.........
