Hey Mate. Tyler decided to remove the shoutbox from the Public forum because it was causing the forums to lose activity and only the shoutbox was being used. As of now the shoutbox is avalible to VIP Members. A VIP member is a member who has donated to the site and with that is granted special features that are avalible only to them. The chatbox was moved to VIP. To become a VIP it is just a $20 donation to the site. These funds are used to keep the shoutbox up and running and to add to a prize fund for Wiispace tourney's and competitions. Under the open topic you can check the VIP Membership topic Tyler made there a few weeks ago.
