As with all of the DS's Internet capabilities, i'd say yes, this will need some sort of wireless hotspot or router to be able to connect.

As far as I know it's just the browser- like IE or Firefox- you still need an access point.
Maybe sometime in the future they will adapt the browser to run off the Nintendo WiFi connection?

the web browser will be just like entering wifi mode on the ds. you access the internet and can surf the web. theyre making a opera browser for the ds and the wii
